Not the same thing at all.
Today's logic lesson: If someone tells you that you have to spend money to make money, don't for one moment believe that they're saying that if you spend money then you will make money. Those statements are not logically equivalent.
If the former case, you can spend money and not make money. The first statement doesn't say that you actually will make money if you spend money, only that you won't make money if you do not. This statement is only false if you make money without spending any.
What they'd like you to hear is the second statement, which is a more traditional p then q statement. In this instance, you may or may not make money without spending money. On the other hand, the statement is false if you spend money and don't make money.
Many poor planners or investors will tell you that it's quite possible that you can spend money and not make money. You hope and plan for a better outcome.
