8 is 0100 in binary
100 is C in Roman numerals
"C"-sars were Roman emporers
Csars were Russian rulers
It makes scents!
(...because it smells rot10!)

Edit: It was pointed out a month later -- and I shouldn't have let this slip by me -- that 0100 is 4, not 8. 1000 is 8.
